La Paz is the state capital and it lives like one: a working city of a quarter million people on a bay of the Sea of Cortez, with a malecón, a university, a real hospital and the calmest water in Baja a few minutes from downtown. Balandra and Tecolote are the beaches people fly in to see. The islands offshore, Espíritu Santo above all, are the reason the sea here is protected.
The luxury market is small and specific. The best houses sit on the water at Costa Baja and Puerta Cortés, on the hills of Lomas de Palmira with the bay below, or forty minutes south at El Sargento and La Ventana, where the wind brings the kite and foil crowd from November to March. Prices start at about a million dollars and the finest positions ask five to seven. For what the same house costs in Los Cabos, the difference is considerable.
